EHD Driven Drops

When the electric field is turned on, charges build along the interface between the two oils and drive flows that create elaborate droplet lattices.
When the electric field is turned off, the oils relax back to equilibrium.
With the electric field applied, other forms, like these spinning filaments, are also possible
Here the applied field makes a drop take on a polygonal shape and begin splitting.
